Prior to the early 1900s, the entire Property was located on the bottom lands of the Boardman River. When the river was rerouted/relocated to the south, the Property was built up to current grade with non-native urban fill material, the source(s) of which is unknown. 

Parcel A, 141 West State Street, of the Property was undeveloped until the mid-1960s except for the presence of a railroad spur on its western side. Data sources indicate the railroad spur terminated at an “oil unloading station” operated as part of an industrial business adjacent to the north. An office building was constructed on Parcel A by the mid-1960s. Parcel B, 133 West State Street, was developed around 1950 with a restaurant and bus station. Parcel C, on Pine Street, has been peripherally associated with Parcel B but has remained relatively undeveloped, except for the urban filling activities that appear to have occurred at this location.

Redevelopment

The redevelopment includes environmental activities and non-environmental activities as well as economic development to further goals of the City of Traverse City, Grand Traverse County, the Michigan Department of Environmental Quality (MDEQ) and the Michigan Economic Development Corporation (MEDC). The comprehensive redevelopment of this site includes asbestos and lead paint abatement, demolition of the existing structure (vacant office building), removal of contaminated, unstable, non-indigenous urban fill material and engineeuptownring controls.

Uptown Development TC, LLC built 15 unique multi-story condominium units, including 6 “livework”, mixed-use units along the frontage of Pine and West State Streets.

The Project received approval of Tax Increment Financing (TIF), a Brownfield Redevelopment Grant (BRG) and Brownfield Redevelopment Loan (BRL) through the MDEQ and a Community Revitalization Program (CRP) Grant through the MEDC. 

Construction began in the fall of 2013, and was completed between 2016-2018.
